For your benefit, I will assume temporarily that you are a fool: "deep state" is a metaphor, an imperfect simile like any metaphor. It refers to high-level observable dynamics of a large state apparatus and the supposedly-non-governmental institutions surrounding it. Dynamics that persist despite apparent political re-orientation or re-organization in the form of changing politicians and policies. Actually, it's a typical formula in the anglophone world. People have used "deep foo" to name various sorts of "foos" which are perceived as hidden from open view but whose effects are tangible and whose relevance is enduring.
Ok, there are stupid people everywhere and the formula has been used stupidly more than once as basically a meme for ignorance (e.g. "deep web"), but when a phenomenon exists, and an enduring, unelected, unaccountable, major component of the US state does exist, then it is useful to give it a name. You don't like "deep state"? So pick another one: "establishment", "entrenched power", "state within a state", etc.
Of course, I don't mean that you should follow the desperate tales of morons who choose to believe in a coherent, coordinated, all-powerful, all-pervasive, almost personified cult able to determine everything from grand geopolitical strategy to minor everyday interactions. Of course not, such tales and portrayals are simply the embodiment of fear and ignorance felt by dim people (and, qualitatively, not very different from ancient pagans creating antagonistic gods out of tempestuous weather or natural cataclysms).
However, it remains truth that the US state is a hugely vast "organism", only a tiny portion of which is constituted by the elected politicians. The military-industrial complex, state military, private military contractors (weapons manufacturers, support and mercenary suppliers, etc.), state intelligence agencies, intelligence contractors (digital weapons providers, wargame planners, etc.), banks, financial funds, energy corporations (petroleum, gas, etc.), media, lobbyist groups, propagandists ("ngos", "thick tacks"), technology corporations, the entire class of "public servants", etc. etc. all play significant role in formation of the state and it is laughably naive to believe that elected politicians in the US a
